The competent authority shall issue a list of the materials subject to control in accordance with the state's obligations under the Montreal Protocol, and this list shall be attached to this law and shall be considered an integral part thereof.
The import of used devices, equipment, and products subject to regulation is prohibited.
The import of new devices, equipment, and products subject to regulation is prohibited except with the approval of the competent authority.
The manufacture or use of controlled substances, devices, equipment, and products subject to regulation in industries or in new facilities, or in the case of expanding existing activities and facilities, is prohibited. Additionally, the renewal of licenses for existing facilities is prohibited unless environmental approval is obtained from the competent authority.
The Council member states must exchange information among themselves regarding their stocks of halon materials and establish systems and regulations that would facilitate the exchange of surplus halons between member states for their benefit.
The competent authority shall provide the General Secretariat with information and data annually regarding the implementation of Article Seven of this Law, as well as exchange information related to intra-Council trade concerning controlled substances, devices, equipment, and products subject to regulation for dissemination to the member states.
