Railway Security Law

Article 1

  • A- The two hundred meters from the center of the railway line on both sides are considered public property of the state, and are referred to as the railway land area.

  • B- By a decision of the Council of Ministers based on a proposal from the Minister of Transport, this distance may be reduced in certain areas according to what is required by the public interest.

Article 2

  • It is not permissible to take possession of this area or to own it in any form of ownership, nor to benefit from it or to use it in any manner of permanent, temporary, or incidental use.

Article 3

  • It is only permissible under the circumstances and conditions deemed appropriate by the Railway Administration, as follows:

    • A- The standing of individuals, vehicles, cars, or animals within the railway land area.

    • B- The passage over railway tracks and bridges or crossing them, or allowing animals to pass over or cross them.

Article 4

  • In the event of encroachment on the railway land in any of the forms of encroachment specified in Article Two, the railway authority shall have the right, by a decision issued by its Director General, to remove the encroachment through administrative means.

Article 5

  • 1- In addition to the removal of the exposure through administrative means, the offender shall be sentenced to a fine of no less than (1,000) one thousand Riyals and no more than (5,000) five thousand Riyals. If the exposure is repeated, the fine shall be doubled along with imprisonment for a period of no less than one month and no more than six months. The offender shall be obligated in all cases to pay compensation and removal expenses.

  • 2- Anyone who commits one of the violations stipulated in Article Three shall be sentenced to a fine not exceeding (500) five hundred Riyals and shall be obligated to compensate for all losses that may arise from their violation.
