- The Transport General Authority plays its important and vital role in promoting standards, values, and best practices in the railway industry as the regulatory body for the safety and economy of railways in the Kingdom of Saudi Arabia. This evidence provides a consistent and coherent vision of the regulatory requirements for all stakeholders for the purpose of designing, building, operating, maintaining, renewing, and modifying railways as well as other transport systems that fall under the umbrella of the relevant laws and regulations in the Kingdom.

- The Government of the Kingdom of Saudi Arabia, through the Transport General Authority, works to enhance and regulate the railway industry through a legislative framework as specified below:
- The Railway Transport System issued by Royal Decree No. (M/33) dated 24/5/1433 AH, and its amendments.
- The Implementing Regulation of the Railway Transport System issued by the Board of Directors' Decision No. (71/8/2020/2) in 1442 AH/2020 AD.
- The Rules of Procedure for the Committee to Review Violations of the Railway Transport System and its Implementing Regulation No. (74/8/2020/2) in 1442 AH/2020 AD.
- The Regulation for the Protection of Train Passengers' Rights issued in 1442 AH/2020 AD.
- The technical evidence issued by the Transport General Authority is considered mandatory and is applied to all railway operations and related activities that fall within the scope of the railway safety plan concerning individuals and the safety measures of the railways and their safety management systems. The contractor/person responsible must clearly adhere to the technical evidence and include it within the scope
- of the contract conditions between the concerned parties to ensure execution in accordance with the relevant license conditions. It must be taken into account and observed when drafting and concluding contracts to comply with all approved and applicable conditions and requirements at the Transport General Authority before awarding the contract. Whenever the contractor is the responsible party under the operating license for railway activities, they become directly obligated
- to apply all technical evidence issued by the Transport General Authority in this regard to all activities and works specified in the license.
