In this Law, the following words and phrases shall have the meanings assigned thereto, unless the context requires otherwise:
a) Explosives: A chemical compound or mixture that, when exposed to an external force, causes an instantaneous chemical reaction that generates gas, high temperature, and pressure capable of destroying surrounding area.
b) Fireworks: A chemical compound or mixture prepared for the purpose of producing explosive sound accompanied by halos, lights, or smoke, such as luminous or smoky fireworks intended to be used in festivals and celebrations.
c) Authorized Person: A natural or legal person holding a permit issued by the Ministry of Interior upon satisfaction of the necessary requirements.
d) Minister: Minister of Interior.
e) Ministry: Ministry of Interior.
f) Regulations: Implementing Regulations of this Law.
This Law aims to regulate the handling of explosives prepared for non-military use and the handling of fireworks, as well as their manufacture, possession, export, import, sale, use, circulation, transport, storage, and disposal, in accordance with rules specified in the Regulations.
The Regulations shall determine the names and types of explosive materials and their supplementary substances and accessories; fireworks; and the procedures for license issuance, renewal, or replacement in case of loss or damage.
It shall be prohibited to manufacture, possess, export, import, sell, use, circulate, transport, store, or destroy explosives or fireworks, or train on the use thereof without obtaining a permit from the Ministry in accordance with the provisions of this Law and its Regulations.
A. Explosives may not be used for purposes other than those for which the permit is issued.
B. Explosives may not be assigned nor disposed of without obtaining a permit from the Ministry.
A person authorized to manufacture, import, export, or use explosives shall maintain a special record therefor in accordance with the forms and procedures specified in the Regulations.
A person authorized to export explosives shall obtain the approval of the competent authorities in the exporting country attested by the diplomatic mission of the Kingdom in said country.
Individuals or guards from a security company may not be hired to guard explosives without obtaining a permit from the Ministry.
