Law of Prince Saud Al Faisal Institute for Diplomatic Studies

Article (1): Name of the Institute and Its Headquarters

  • A- A institute shall be established under this Law, to be called (Diplomatic Studies Institute).

  • B- The institute is affiliated with the Ministry of Foreign Affairs, and its main headquarters shall be in the city of "Riyadh", and branches may be established outside it by a decision of the Institute Council.

Article 2: Objectives of the Institute

  • The institute works to achieve the following objectives:

    • A- To provide the employees of the Ministry of Foreign Affairs and others from government agencies with knowledge in various scientific fields related to diplomatic work, with the aim of enhancing their efficiency and productivity.

    • B- To prepare studies and research related to Arab, Islamic, and international issues and to publish them.

    • C- To organize conferences and seminars related to diplomatic and international political affairs, and the institute may do so independently or in participation with other institutions or similar institutes.

Article 3: Authorities in the Institute

  • The authorities in the institute are as follows:

    • A- The Institute Council.

    • B- The General Director of the Institute.

Article 4: Institute Council

Previous Amendments
  • Reformation of the Board of the Institute of Diplomatic Studies, chaired by His Excellency the Minister of Foreign Affairs or his delegate, and consisting of:

    • - Assistants to the Minister of Foreign Affairs.

    • - Undersecretary of the Ministry of Foreign Affairs.

    • - Undersecretary of the Ministry of Foreign Affairs for Economic and Cultural Affairs.

    • - Undersecretary of the Ministry of Foreign Affairs for Political Affairs.

    • - Director General of the Institute.

    • - Four members from the Saudi diplomatic corps, faculty members from Saudi universities, and specialists in the fields related to the activities of the Institute, nominated by the Minister of Foreign Affairs and appointed by a decree from the Council of Ministers for a term of three years.

Article 5: Powers of the Council

  • The Council is the authority responsible for the scientific, financial, and administrative affairs of the institute within the limits of this Law and other related regulations. It has the authority to take any decisions it deems necessary to achieve the institute's objectives, and it specifically has the following responsibilities:

    • A- Establishing the general policy of the institute and monitoring its implementation.

    • B- Proposing the annual budget project for the institute.

    • C- Approving the study curricula at the institute.

    • D- Establishing the necessary departments and administrations for the institute, and defining their tasks and competencies, while considering the provisions of the budget.

    • E- Setting the rules for accepting members of other government agencies to study at the institute.

    • F- Accepting students from non-Saudis, provided that their percentage does not exceed (10%) of the total accepted in each session.

    • G- Establishing the regulation for encouraging research and determining the rewards granted to researchers.

    • H- Establishing the internal regulation of the institute.

    • I- Forming permanent or temporary committees from among its members or specialists to study the topics assigned to them.

    • J- Forming an executive committee chaired by the General Director of the institute to propose study curricula and accept students at the institute, and to propose the number of students.

    • K- Proposing amendments to this Law.

Article 6: Council Meetings

  • The Council holds its meetings at the invitation of its President, and the Council's convening is not considered valid unless the majority of its members are present, including the President or his Deputy. The Council's decisions are issued by a majority of the votes of those present, and in the event of a tie, the side that the President voted with is favored.

Article 7: Director General of the Institute

  • A- The Minister of Foreign Affairs shall appoint a Director General for the Institute from among the members of the diplomatic corps or others.

  • B- The Director shall oversee the management of the Institute's scientific, administrative, and financial affairs, represent it before other bodies and institutions, and shall be generally responsible before the President of the Council - or his delegate - for implementing the policy set to achieve the Institute's objectives.

  • C- The internal regulations shall define the powers and responsibilities of the Institute's Director.

Article 8

  • The Council determines the programs of the institute that require prior possession of a university degree for admission, and the faculty members in these programs are treated the same as faculty members at King Saud University.

  • Visiting professors and lecturers are also treated the same as their counterparts at King Saud University.

Article 9

  • The assistants and lecturers are sent for scholarship to pursue their postgraduate studies in the specializations needed by the institute in accordance with the practices followed at King Saud University.

Article 10: Budget of the Institute

  • A- A budget shall be allocated to the Institute as a branch of the Ministry of Foreign Affairs budget.

  • B- The General Director of the Institute shall submit the budget proposal to the Council.
