The Basic Statute of the National Committee for Digital Transformation

First

 The establishment of a permanent committee named (National Committee for Digital Transformation) in the Ministry of Communications and Information Technology, chaired by His Excellency the Minister of Economy and Planning, with His Excellency the Minister of Communications and Information Technology serving as a member and Vice President, and including the following members: His Excellency the Minister of Health, His Excellency the Minister of Commerce and Investment, His Excellency the Minister of Energy, Industry, and Mineral Resources, His Excellency the Minister of Education, His Excellency the Minister of Finance, the Director of the National Information Center, and the Chief Executive Officer of the Digital Transformation Unit serving as a member and Secretary of the Committee.
 

Secondly

  • The Committee is responsible for formulating policies and strategies related to digital transformation at the level of public agencies, developing the necessary plans and programs for their implementation, and ensuring the coordination of related initiatives. It has, in particular, the following responsibilities:

    • A- Supervising the digital transformation program.

    • B- Approving the annual work plan and operational plans for the digital transformation program.

    • C- Approving periodic reports on digital transformation prepared by the Digital Transformation Unit.

    • D- Proposing projects for systems related to digital transformation and submitting them according to the established procedures.

    • E- Approving the governance framework for digital transformation initiatives.
       

Thirdly

1- The committee may form permanent or temporary subcommittees from among its members or others, and assign to them the tasks it deems necessary. The decision to form each subcommittee shall specify its chairperson and members.
2- The committee may delegate its chairperson or any member it deems appropriate, or the Chief Executive Officer of the Digital Transformation Unit, some of its competencies.

Fifth

The state funds the Committee and the Digital Transformation Unit in the form of an annual grant approved within the budget of the Ministry of Communications and Information Technology, while providing administrative and technical support from the Ministry to the Committee and the Unit to carry out the tasks assigned to them.
 

Sixthly

The supervision of the Government Electronic Transactions Program (Yesser) has been transferred to the Committee.
 

Seventh

 Referral of transactions and subjects that are with the Committee for Accelerating Digital Transformation established by the decision of His Royal Highness the Chairman of the Council of Economic and Development Affairs No. (37/31) dated 22/4/1437 AH - to the Committee.
