The provisions of this Regulation apply to Saudi and foreign captains, officers, and sailors who have completed their studies or training at a maritime educational institution, or who hold a foreign competency certificate and are working on board Saudi vessels.
The aim of this Regulation is to establish the conditions that must be met by captains, officers, and sailors for the issuance of competency certificates, capacity certificates, and admissions that confirm the issuance of capacity certificates in maritime training in accordance with the requirements and standards of the Agreement, with the goal of ensuring their qualification and capacity to perform the duties assigned to them on board ships in order to enhance safety and the safety of lives and to protect the marine environment from pollution, as well as to establish the approved mechanisms for conducting examinations, renewing and obtaining replacements for damaged or lost certificates, and withdrawing qualification certificates and recognizing and equivalating foreign competency certificates.
1. To obtain a Certificate of Competence or a Certificate of Capacity, the beneficiary must submit an application to the Maritime Authority through the approved channels, accompanied by the following:
A- A copy of the required educational certificate obtained from a maritime educational institution.
B- A copy of the identification proof.
C- A copy of the certificates of capacity in the required maritime training (mandatory course certificates) according to Appendix No. (1) for the Deck Department and Appendix No. (2) for the Engine Department.
D- A valid medical certificate proving physical fitness.
E- A statement of sea service proving the completion of the required duration.
F- A training record endorsed by the ship's captain.
G- A personal photo.
2. To obtain a declaration confirming the issuance of a Certificate of Capacity in maritime training for work on oil, chemical, or liquefied gas carriers, the beneficiary must submit an application to the Maritime Authority through the approved channels, accompanied by the following:
A- A copy of the Certificate of Capacity in maritime training obtained from a maritime educational institution in basic or advanced training.
B- A copy of the identification proof.
C- A personal photo.
1. Competency certificates are issued by the maritime authority according to the approved model in both Arabic and English, indicating the position, level, nature, and any imposed restrictions (if any), after fulfilling the required conditions specified in Appurtenance No. (1) for the deck department, and Appurtenance No. (2) for the engine department, and after passing the competency test. The validity period shall not exceed five (5) years, and its validity shall be linked to the validity of the following certificates, whichever is closer:
A- Basic safety training competency certificate with its four axes:
- Certificate of training in personal rescue techniques.
- Certificate of training in fire prevention and fighting.
- Certificate of training in basic first aid.
- Certificate of training in personal safety and social responsibilities.
B- Competency certificate in training for the use of lifeboats and rescue boats other than fast rescue boats.
C- Competency certificate in advanced training on fire extinguishing techniques.
D- Competency certificate in training for providing primary medical first aid on board the ship or a competency certificate in training for providing medical care on board the ship according to the type of competency certificate.
2. Competency certificates are issued by the maritime authority according to the approved model in both Arabic and English, indicating the position, level, nature, and any imposed restrictions (if any), after fulfilling the required conditions specified in Appurtenance No. (1) for the deck department, and Appurtenance No. (2) for the engine department, and these certificates do not include a validity period.
3. The admission confirming the issuance of the competency certificate in maritime training stipulated in paragraph (2) of Article Five; for work on oil, chemical, and liquefied gas carriers, is issued by the maritime authority in both Arabic and English according to the approved model in Appurtenance No. (7), after fulfilling the required conditions specified in Appurtenance No. (3), and its validity is linked to the validity of the maritime training competency certificate obtained.
4. Competency certificates in maritime training and maritime training certificates (mandatory course certificates) are issued by maritime educational institutions according to the approved model and in accordance with the conditions stipulated in Appurtenances No. (3) and (4), after being submitted to the maritime authority for approval.
1. It is required for the captain, the chief officer, and the deck officer to work on ships equipped with information systems and electronic chart display systems to obtain a "Certificate of Capacity in Training for the Use of Information Systems and Electronic Chart Display Systems" in accordance with the provisions of sections A-II/1 and A-II/2 of the Code of the Agreement. In the event of not obtaining this certificate, this restriction must be indicated in the competency certificate.
2. It is required for the captain, the chief officer, and the deck officer to work on ships equipped with electronic navigation aids to obtain a "Certificate of Capacity in Training for the Use of Radar and Automatic Radar Plotting Aids" in accordance with the provisions of sections A-II/1 and A-II/2 of the Code of the Agreement. In the event of not obtaining this certificate, this restriction must be indicated in the competency certificate.
3. The maritime authority may, when deemed necessary, impose additional restrictions in the competency certificate on the captain and the officer, in accordance with the results of the necessary tests to obtain it, and in a manner that does not conflict with the provisions of the Agreement.
1. To renew the competency certificates, a claim must be submitted - through the approved channels - by the beneficiary within the ninety (90) days preceding its expiration, after fulfilling one of the following conditions:
A- Completing maritime service in the positions mentioned in the certificate for a period of not less than the following:
1. Twelve (12) months during the five (5) years preceding the date of submitting the renewal claim.
2. Three (3) months of maritime service during the six (6) months immediately preceding the renewal.
B- Performing one of the following equivalent tasks or positions that require maritime service as stipulated in paragraph (I) of this article, for a period of not less than thirty-six (36) months during the five (5) years preceding the extension or renewal directly:
1. Inspector or examiner at the maritime authority in the field of ship safety.
2. Trainer or faculty member or lecturer or competency assessor at an educational institution.
3. Marine guide.
4. Examiner at an accredited classification authority.
5. Marine engineer in the field of shipbuilding, manufacturing, and repair.
6. Technical manager of the port.
C- Passing the competency test.
D- Completing an accredited training course or courses.
E- Completing accredited maritime service in the positions specified in the certificate for a period of not less than three (3) months as additional or in the rank that comes directly before the rank granted by the certificate.
2. The beneficiary must submit the renewal claim to the maritime authority accompanied by the following:
A- A copy of the competency certificate to be renewed.
B- A copy of the identity proof.
C- A copy of the competency certificates in maritime training (mandatory course certificates) required according to the type of certificate.
D- Evidence proving the fulfillment of one of the conditions mentioned in paragraph (1) of this article.
E- A valid medical certificate proving physical competency.
F- A personal photo.
3. The maritime authority renews the competency certificate after verifying that the claim meets the conditions and procedures specified in paragraphs (1, 2) of this article.
