Regulatory Arrangements for the Unified National Employment Platform in the Public and Private Sectors

  • The Council of Ministers

  • After reviewing the correspondence received from the Royal Court No. 24104 dated 13-04-1441 AH, including the telegram from the Ministry of Human Resources and Social Development No. 10932 dated 28-03-1440 AH, regarding the establishment of a unified national employment platform.

  • After reviewing the National Employment Plan until the end of 2020, issued by Council of Ministers decision No. (20) dated 08-01-1440 AH.

  • After reviewing the server process No. (222) dated 22-02-1441 AH, and memorandum No. (598) dated 09-08-1441 AH, prepared by the Bureau of Experts at the Council of Ministers.

  • After reviewing the telegram of the Secretariat of the Council of Political and Security Affairs No. 7268 dated 12-04-1442 AH.

  • After reviewing the recommendation prepared by the Council of Economic and Development Affairs No. (42/18-47/D) dated 02-05-1442 AH.

  • After reviewing the recommendation of the General Committee of the Council of Ministers No. (3889) dated 13-06-1442.

  • It is decided as follows:

First

  • Establishment of a unified national platform named (The Unified National Employment Platform), which includes a database for job seekers in the public and private sectors according to the designed questionnaire for that purpose.

Secondly

  • The objective of the platform is to unify, improve, and enhance the efficiency of the procedures related to receiving and processing all employment requirements for all relevant parties (individuals, public sector, and private sector), and to achieve efficiency, effectiveness, accuracy, transparency, and fairness in employment provision, which includes, but is not limited to:

  • 1- Registering the procedures for job advertisements for entities, and ensuring their comprehensiveness.

  • 2- Managing job seekers' accounts, managing access permissions, writing and updating resumes on the platform, in addition to the process of automatically verifying data in resumes using the existing integration with external parties.

  • 3- Documenting job seekers' data, such as: name, marital status, age, and other basic information, as well as documenting qualifications and specializations to ensure the accuracy and quality of data through automated linking with relevant entities, such as: the Ministry of Education, the National Information Center, and other entities.

  • 4- Providing all types of outputs, standard dashboards, reports, and statistics.

  • 5- Automating processes.

  • 6- Registering appointment documents.

  • 7- Support services.

Thirdly

Transfer of the current data held by the relevant employment authorities in the public and private sectors to the platform.

Fourthly

Previous Amendments
  • The Human Resources Development Fund shall manage the unified national employment platform in accordance with its regulations. The Fund may coordinate with any relevant entities it deems appropriate.

Fifthly

  • The hosting of the platform shall be entirely at the National Information Center.

Sixthly

  • The platform will be established in phases to ensure the continuous operation of projects and initiatives of the relevant employment authorities in the public and private sectors, and to align the progress and achievement in its establishment with the efforts and investments of the currently existing entities, according to a phased plan developed by the steering committee in coordination with the relevant parties, following best practices in this field.

Seventhly

Previous Amendments
  • The Human Resources Development Fund may seek the assistance of a specialized consulting firm to assess the current status of government employment platforms and the resources and assets currently available from all aspects (technical, data, procedures, etc.), identify the resources that can be utilized in the future situation, as well as provide consulting support for the platform, such as: defining the scope, studying the optimal financial model, and drafting the technical specifications and requirements, in accordance with the best practices in this field.

Previous Amendments
  • Government entities present their future projects and initiatives that intersect with the platform's objectives to the Human Resources Development Fund for consideration, alignment, and decision-making.
