Regulations for the Practice of Women's Beauty Activities

  • Having reviewed the transaction received from the Royal Court under No. 7238, dated 28/2/1435 AH, enclosing Royal Order No. 36040, dated 1/8/1433 AH, concerning the study of His Excellency the Minister of Labor’s request for approval to grant special licenses to engage in women’s beauty services activities, together with the draft Regulations Governing the Practice of Women’s Beauty Services Activities.
  • Having reviewed Minutes No. (552), dated 25/12/1432 AH, No. (608), dated 5/12/1433 AH, and No. (342), dated 3/6/1435 AH, prepared by the Bureau of Experts at the Council of Ministers.
  • Having considered Shura Council Resolution No. (63/136), dated 6/2/1435 AH.
  • Having reviewed the recommendation of the General Committee of the Council of Ministers No. (583), dated 22/6/1435 AH.
  • Hereby resolves:
  • To approve the Regulations Governing the Practice of Women’s Beauty Services Activities, in the attached form.

Article 1

Previous Amendments
  • These Regulations govern the practice of women’s beauty salon activities. A municipal license must be obtained to engage in this activity, in accordance with the Law of Municipal Licensing Procedures and its Implementing Regulations.

Previous Amendments

It is necessary to comply -when practicing women's beautification activities- with the provisions and regulatory controls of Sharia and the law.

Article: 3

Previous Amendments

It is required for the practice of women's beautification activities that the establishment is managed by a Saudi female manager who is dedicated to administrative work.

Article 4

Previous Amendments
  • The following requirements shall apply to those who practice women's beauty services at the establishment:

    • ‎1- Repealed.
      2- She shall be at least eighteen years of age and shall hold a professional certificate in the field of beauty services from an educational college or an institute accredited by the Technical and Vocational Training Corporation.
      3- She shall obtain a health certificate approved by the municipality confirming that she is free from communicable diseases.
    • 4- She shall comply with modest dress within the establishment.

Article 5

  • The Ministry of Labor shall be the competent authority for applying the regulations governing the employment of women as wage earners by employers. Other government entities that have observations regarding the employment of women in women’s beauty salons shall notify the Ministry of Labor so that it may address them in accordance with the provisions and regulations governing such employment.

Previous Amendments
  • The premises and its equipment shall be designated for what is necessary to conduct the licensed activities, and may not be used for any other purpose.

Article 8

The Waiver of the License, changing the location, or amending the activity is not permitted except after obtaining the necessary approval from the municipality.

Article 9

Previous Amendments

The working hours at the establishment shall be determined in accordance with the Labor Law, its Regulations, and the ministerial decisions relating to the employment of women.
