The Basic Law of the Esports Foundation

  • We, Salman bin Abdulaziz Al Saud
  • King of the Kingdom of Saudi Arabia
  • After reviewing the Law of Civil Society Associations and Organizations, issued by Royal Decree No. (M/8) dated 1437/2/19 AH.
  • And after reviewing the memorandum of the Bureau of Experts at the Council of Ministers No. (3932) dated 1444/12/23 AH.
  • We order the following:
  • First: Approval of the establishment of a non-profit civil organization named (World Cup Esports Foundation), in accordance with its attached bylaws.
  • Second: This order shall be communicated to the competent authorities for approval and implementation.

Chapter 1: Definitions, Legal Personality of the Institution, and Its Headquarters

Article 1

Previous Amendments
  • The following terms – wherever they appear in this Law – shall have the meanings set forth opposite each of them, unless the context of the text requires otherwise:

    • Institution: The Esports Foundation.
    • Council: The Board of Trustees of the Institution.
    • Law: The Basic Law of the Institution.
    • Kingdom: The Kingdom of Saudi Arabia.
    • Year: The Gregorian year.

Article 2

1- The institution shall have legal personality and financial and administrative independence, and it shall be subject in its practices to the provisions stipulated in the law.

2- The institution's main headquarters shall be in the city of Riyadh, and it may establish branches and offices inside and outside the Kingdom.

Chapter 2: Purpose of the Institution and Its Duration

Article 3

The purpose of the institution shall be to manage and organize electronic sports tournaments, as well as any other work assigned to it by the Council related to the development and promotion of electronic sports tournaments and their associated activities at both the local and international levels, without prejudice to the statutory provisions and the regulatory and supervisory authorities of the relevant entities.

Article 4

  • The institution shall undertake all necessary actions to achieve its objectives, and in particular, it shall have the following powers:

    • 1- Preparing studies related to the institution's objectives.
    • 2- Awarding prizes to individuals and entities that exert efforts in fields related to the institution's objectives.
    • 3- Concluding contracts and agreements with the private sector, associations, institutions, and organizations at both local and international levels on matters related to the institution's objectives.
    • 4- Organizing events, conferences, seminars, and workshops at both local and international levels on matters related to the institution's objectives, and participating in them.
    • 5- Investing some of the institution's financial resources to achieve its financial sustainability.
    • 6- Establishing companies, contributing to their establishment, or entering into partnership in them.
    • 7- Cooperating with entities and expert houses at both local and international levels.
    • 8- Communicating with various media outlets, participating in public activities, and publishing through different media on matters related to the institution's objectives.
    • 9- Coordinating and cooperating with entities and bodies within the Kingdom regarding the achievement of the institution's objectives.
    • 10- Performing any other task approved by the Council that achieves the institution's objectives and does not conflict with the relevant regulations and instructions.

Article 5

The duration of the institution is unlimited, and it remains established and retains its legal personality as long as it is capable of achieving its objectives, without prejudice to the provisions of Article (Six) of the Law.

Chapter 3: Board of Trustees of the Foundation

Article 6

  • 1- The institution shall have a Board of Trustees consisting of no less than seven members, whose appointment and dismissal shall be by a decision of the Council of Ministers.
  • 2- The term of membership in the Board shall be three years, renewable. In the event that the membership term expires without a decision from the Council of Ministers to renew or appoint, the member shall continue to perform his duties until a decision is issued by the Council of Ministers to renew his membership or appoint a replacement.
  • 3- The Board shall appoint from among its members or others a Secretary who shall be responsible for preparing meetings, recording deliberations and decisions, documenting and preserving minutes, and shall have the authority to use secure electronic means to enforce this, and to perform any other tasks assigned by the Board.
