Based on the powers granted to him by law
And pursuant to the Tourism Law, issued by Royal Decree No. (M/18) dated 26/1/1444 AH.
And based on paragraph (5) of Article Sixteen of the Tourism Law, which states: "The Minister shall issue a schedule clarifying the classification of violations and the corresponding penalties - stipulated in paragraph (1) of this article - their amount and duration, taking into account the gradation of the penalty, provided that the schedule includes violations for which the fine does not exceed ten thousand riyals, which shall be issued immediately by the competent inspector upon detection."
Referring to Ministerial Decision No. (1275) dated 13/4/1447 AH, approving the amendments to the schedule and rules of violations and penalties for tourism activities.
Referring to Ministerial Decision No. (3083) dated 3/10/1447 AH, approving the rules and schedule of violations for the tourism hospitality facility activity in the cities of (Makkah Al-Mukarramah and Al-Madinah Al-Munawwarah) during the Hajj season.
And based on what the public interest requires.
It is decided as follows:
- First: Approval of the amendment of the rules and schedule of violations and penalties for the tourism hospitality facility activity in the cities of (Makkah Al-Mukarramah - Al-Madinah Al-Munawwarah) during the Hajj season, according to the attached form.
- Second: The rules and schedule shall be published in the Official Gazette and shall come into effect from the date of publication.
- Third: This decision cancels all previous decisions that conflict with it.
- Fourth: This decision shall be communicated to whoever is necessary for its enforcement and implementation.

Rules for Applying the Schedule of Violations and Penalties for Tourist Hospitality Facility Activities in the Two Cities (Makkah Al-Mukarramah and Al-Madinah Al-Munawwarah) During the Hajj Season

First: Scope of Application
- A- These rules and the attached schedule of violations and penalties shall apply to the violation items of the Tourist Hospitality Facility activity in the cities of Makkah Al-Mukarramah and Al-Madinah Al-Munawwarah during the Hajj season, as an exception to the schedule of violations and penalties for the Tourist Hospitality Facility activity, issued by the Minister of Tourism's Resolution No. (1275) dated 13/4/1447H, and its application rules. The schedule of violations and penalties for the Tourist Hospitality Facility activity and its application rules shall apply to the remaining violation items not included in this schedule during the Hajj season.
- B- The temporal scope for applying this schedule is the Hajj season, which annually begins on the first day of Dhu al-Qi'dah and ends in the middle of Muharram, unless otherwise issued by the competent authority.
