Rules for Examining and Auditing the Final Accounts of Government Entities

Definition of the Final Account

The final account is a statement and data of actual expenses and revenues compared to what was estimated for them, in addition to the balances of settlement accounts, current accounts, inventory reports of funds, and related data that clarifies the financial position of the entity at the end of the financial period.

Final Account Requirements

1. Each entity is required to prepare its final accounts after closing the accounts for the last month of the fiscal year within the deadlines set by the Ministry of Finance and National Economy annually, which is often after one and a half months from the end of the fiscal year.

2. A committee is formed to follow up on the preparation of the final accounts and supervise it, consisting of representatives from the Ministry of Finance and National Economy, the General Auditing Bureau, and the relevant government agency.

3. A copy of the final accounts must be submitted to both the Ministry of Finance and National Economy and the General Auditing Bureau, along with two copies of the monthly account schedule Form (20) by the specified deadline.

4. The General Auditing Bureau shall, upon receiving copies of the final accounts from the government entities, examine them, provide any observations, and communicate them to the respective entities as applicable.

General Rules

The auditor must generally consider the following:
1- The provisions of the decrees issuing the budgets.
2- Any amendments to the rules for implementing the budgets.
3- The financial instructions related to the matter.
4- The provisions contained in the instructions for closing accounts and preparing final accounts.
5- Taking any other actions deemed necessary by the auditor.
