The Executive Regulation for the Accreditation of Maritime Education and Training Institutions

Chapter 1: General Provisions

Article (2) The purpose of the regulation

  • This regulation aims to lay down the conditions and procedures for the accreditation of marine educational institutions and to supervise the implementation thereof for accreditation requirements and the mechanism and criteria for their evaluation.

Article (3) Application Scope

  • 1) Without prejudice to the laws and regulations in force in the Kingdom and their amendments, the provisions of this regulation shall apply to marine educational or training institutions.

  • 2) In implementing this regulation, the provisions and requirements of the convention and its Executive regulation shall be taken into consideration.

Chapter 2: Accreditation of Institutions

Article (4) Conditions for initial accreditation for institutions

  • To obtain the initial accreditation for institutions, it is required to submit an accreditation request to the Maritime Authority that must be attached to the following:

    • 1. Investigating the maritime labor market in the Kingdom and the need for the required specializations.

    • 2. A copy of the founding (establishment) contract.

    • 3. An internal regulation of the institution indicating its organizational chart in terms of the purpose of establishment and the internal departments thereof.

    • 4. The organizational structure and the number of faculty members in the institution

    • 5. A detailed engineering drawing showing the infrastructure of the institution in terms of management places - teaching and training rooms - simulators - places of entertainment - medical services - library

    • 6. A pledge of authenticity of documents and instruments submitted

    • 7. Commitment to implement the convention and regulations issued by the maritime authority

    • 8. A statement of the number of majors to be accredited, the number of students expected to enroll, the study system, educational syllabuses, study and training plans.

    • 9. A pledge to submit the quality system certificate within a period not exceeding six months from the date of the final approval of the institution.

    • 10. Mechanism for measuring medical fitness for potential students.

    • 11. Approval of the competent authorities in accordance with the laws and regulations in force in the Kingdom.

    • 12. Any other document requested by the maritime authority.

Article (5) Conditions for final accreditation for the institution

  • The following conditions are required for the final accreditation of the institution:

    • 1) Fulfillment of the initial accreditation requirements.

    • 2) The maritime education and training in the institution meets the requirements of the convention.

    • 3) Fulfillment of quality requirements in education, training and evaluation

    • 4) Availability of qualified and trained faculty members in accordance with the provisions of Article (8) of this regulation.

    • 5) Availability of maritime training and education halls, training programs, simulators and workshops necessary for education and training work.

    • 6) The existence of the equipment, devices, tools, and education and training aids necessary to implement the requirements of the Convention.

    • 7) Provide the necessary facilities to follow the development of the Convention and the decisions, recommendations, or guidelines issued by the Organization.

    • 8) The existence of a mechanism to review and update educational syllabuses and training plans based on amendments to the provisions of the Convention and the organization’s decisions syllabuses or plans are approved after Fulfillment of all observations of the Maritime Authority.

    • 9) Create a record for syllabuses approval steps that includes the name of the syllabuses or training plan, the modifications that have been made to it, and the date of its approval and application.

    • 10) Any other conditions determined by the Maritime Authority.

Article (6) Accreditation Procedures

  • 1- The final accreditation of the institution is done after examining the documents and submitted instruments and inspecting the institution for verification of its fulfillment of the requirements and conditions mentioned in Article (5) of this regulation.

  • 2- The Maritime Authority issues accreditation for the institution for a period of three renewable years.

Chapter 3: Evaluation of Institutions

Article (7) Evaluation of institutions

  • 1- The Maritime Authority conducts an annual assessment to verify that the establishment meets the requirements and accreditation requirements stipulated in Article (5) of this regulation.

  • 2- The evaluation of educational syllabuses and training plans shall be through:

  • a) Reviewing the institution’s teaching plan

  • b) The institution submits a copy of the educational syllabuses and training plans to the Maritime Authority for review.

  • c) Reviewing updates on syllabuses or plans according to the amendments made to the provisions of the Convention or decisions of the Organization.

  • d) Reviewing the record of the syllabuses accreditation steps, verifying that it is updated.

  • e) Verifying that schedules, syllabuses and plans for school hours that are appropriate for their importance are met.

  • 3- The evaluation of the qualification of the institution’s faculty members shall be by verifying that they are qualified with the appropriate qualifications for the nature of the educational syllabuses or the training plans that they are responsible for education in accordance with the provisions of Article (8) of this regulation.

  • 4- The evaluation of the establishment's equipment shall be through:

    • a) Verifying classroom equipment and its suitability to the nature of the study or training.

    • b) Availability of the necessary simulators, devices and workshops.

    • c) Ensuring that the requirements of the quality system are met in accordance with Article Twenty-five (25) of the Executive Regulation

    • d) Ensuring that complaints are examined and solved.
