The following phrases and terms - wherever mentioned in these regulations - shall have the meanings specified next to each, unless the context requires otherwise.
The Corporation: Technical and Vocational Training Corporation
The Regulation: Regulation for Organizing Professional and Vocational Certificates and Examination Systems
The Controls: The controls and procedures for the Regulation for Organizing Professional and Vocational Certificates.
The Governor: The Governor of the Technical and Vocational Training Corporation
The Main Committee for Professional Certificates: A committee formed by a decision from the Corporation for the purposes of licensing or accrediting certificates and examination centers, according to the competencies defined by these controls
The Executive Committee for Professional Certificates: An executive committee branched from the Main Committee for Professional and Vocational Certificates formed by a decision from the President of the Main Committee for Professional Certificates
The Committee Secretary: The Secretary of the Executive or Main Committee for Professional Certificates
The Proprietary Entities: Entities that own, under intellectual property rights, electronic and traditional examination systems, or professional and vocational certificates, whether these entities are private, academic, or organizations, local or international
Professional Certificates: A document issued by private, public, or academic entities, or international organizations that own the document, certifying an individual's ability to master specific technical or vocational skills and knowledge after passing its examinations.
Widely Recognized Professional Certificates: A certificate that bears a name widely recognized on an international scale
Professional Vocational Certificates: A document from a non-profit specialized organization that defines an individual's level of knowledge or proficiency in a specific industry or profession that requires attendance of hours and a training course culminating in passing the certificate examination
Examination Systems: Systems or applications owned by private, public, or academic entities, or organizations, local or international, that measure an individual's ability to master technical or vocational skills and knowledge
The License: The Corporation's approval of professional and vocational certificates or the examination center
The Accreditation: The Corporation's approval of widely recognized professional and vocational certificates without the need for application
The Examination Center: A venue for conducting professional and vocational certificate examinations
The Operator: Entities licensed by the Corporation to manage professional and vocational certificates as proprietary entities, or as agents or otherwise for the proprietary entities
Examination Instruction Manual: The instructions and controls issued by the Corporation regarding examination centers and organizing the conduct of the examination
Quality Standards: Standards and instructions for quality control issued by the Corporation
The Merger: The merging of examination providers into an independent reservation and operation system
The E-Learning Training Center: The General Administration for E-Learning at the Technical and Vocational Training Corporation
The purpose of these regulations is as follows:
1- Organizing the Procedures for obtaining professional and vocational certification licenses and testing centers
2- Standardizing the policies and procedures related to obtaining professional and vocational certifications
3- Controlling the quality of professional and vocational certifications and testing centers
4- Enhancing transparency and reliability
5- Increasing the efficiency of the national workforce and promoting the concept of professional training
6- Applying international standards to local professional and vocational certifications and testing centers
7- Preventing unlicensed practices in the fields of professional and vocational certifications and regulating testing centers
These regulations apply to anyone engaging in any activity in the Kingdom of Saudi Arabia related to the following:
1- Professional and vocational certifications
2- Examination systems
3- Examination centers
Standards for Professional Certification:
1- Attendance of training course hours and passing the exam
2- Approval of the program (training) by the Technical and Vocational Training Corporation
Note: The approval of diploma titles or otherwise within the title of the professional certification does not constitute recognition of a qualification, but rather recognition of the professional certification, and the organization of academic and training qualifications is subject to the national framework for qualifications
No activity related to professional and vocational certifications or their testing systems, or the establishment of testing centers in the Kingdom of Saudi Arabia, may be conducted without obtaining the approval of the institution.
