• The following words and phrases, wherever they appear in this Regulation, shall have the specific meanings assigned to each of them, unless the context of the text indicates otherwise:

  • Ministry: Ministry of Municipal and Rural Affairs and Housing.
    Minister: Minister of Municipal and Rural Affairs and Housing.
    Regulation: Municipal Services Fees Regulation.
    Municipality: The Secretariat or the Municipality, as the case may be.
    Real Estate Development Plan: An illustrative plan showing land uses, specifying the locations of streets, parks, and services therein, and clarifying the subdivision of plots in this plan along with their dimensions, areas, and numbering of each plot.
    Building: Any construction established for residential, residential-commercial, or commercial purposes.
    Inspection or Survey: Conducting field inspection or survey for the purposes of applying municipal conditions and requirements.
    Event: Any temporary activity of a commercial nature, whenever held in open, temporary, or permanent places not designated—according to the license—for this type of activity.
    Commercial Premises: A place prepared for displaying or trading any type of goods without carrying out manufacturing or additional operations, or for practicing any type of professions and activities.
    Public Excavation Works: Works involving excavation of roads and streets for any purpose other than road works or stormwater drainage network works, main service transmission lines, or horizontal drilling.
    Road Works: Works involving excavation of roads and streets for the purposes of implementing, constructing, paving, or curbing roads and streets.
    Stormwater Drainage Network Works and Main Service Transmission Lines: Works involving excavation of roads and streets for the purpose of extending the stormwater drainage network or main lines transmitting desalinated water, sewage water, or high-voltage electricity lines.
    Horizontal Drilling: The act of making a horizontal underground hole to extend services without damaging the street surface.
    Central Area: The area surrounding the Haram in both Makkah Al-Mukarramah and Al-Madinah Al-Munawwarah, determined according to the maps approved by the Minister.
    Survey Decision: An approved technical document showing the geographic location of the real estate, its boundaries, dimensions, area, and measurement of the coordinates of its corners according to a unified geodetic survey reference.
    Land Subdivision: The division of a land plot in an approved plan into two or more plots so that each plot may have an independent ownership document.

The fees specified in Table No. (1) Appurtenance to this Regulation shall apply to the municipal services indicated next to each of them, taking into account that the calculation of the fee in multiple tiers shall be based on the total value of the fees in the tiers applicable to the service.

The fee for issuing a license for the construction, renovation, or demolition of a building shall be collected, and it will be calculated based on the square meter, according to the area of the building surfaces, including external and upper annexes, basements, projections, and multiple floors.

A fee for the issuance of a building permit for the construction, renovation, or demolition of a wall shall be collected, calculated based on the linear meter.

The duration of the license for the construction of a building or the erection of a wall shall be three years from the date of issuance of the license.

A fee for the extension of the building permit for the construction of a building or the erection of a wall or their renovation shall be collected and calculated on an annual basis.

A fixed fee shall be collected in exchange for issuing the Building Completion Certificate (Occupancy Certificate).

A fixed fee shall be charged for any inspection or examination in accordance with the procedure specified for the type of service.

An annual fee shall be collected for issuing a fuel station license, in accordance with the classification approved by the Ministry.

An annual fixed fee is charged for the issuance of a license to use mobile vehicles.
