Basic Statute of the Environment Council

  • 1- The continuation of the General Presidency for Meteorology and Environmental Protection as an independent entity, as well as its continued affiliation with His Royal Highness the Crown Prince, Deputy Prime Minister, Minister of Defense and Aviation, and Inspector General, and raising the level of the Assistant Agency for the Environment to the level of an Agency, and supporting it with qualified human resources in the field of environment.

  • 2- The cancellation of the Ministerial Committee for the Environment, and the establishment of a Council in its place called the "Environmental Council," chaired by the President of the General Presidency for Meteorology and Environmental Protection, with membership from representatives of relevant entities, none of whom shall be less than the rank of (fourteenth). The formation of the Council shall be as follows:

    • - The President of the General Presidency for Meteorology and Environmental Protection                          Chair

    • - A representative from the Ministry of Municipal and Rural Affairs                     Member

    • - A representative from the Ministry of Interior                                       Member

    • - A representative from the Ministry of Foreign Affairs                                     Member

    • - A representative from the Ministry of Petroleum and Mineral Resources                    Member

    • - A representative from the Ministry of Health                                       Member

    • - A representative from the Ministry of Commerce and Industry                           Member

    • - A representative from the Ministry of Water and Electricity                              Member

    • - A representative from the Ministry of Agriculture                                      Member

    • - A representative from the Ministry of Transport                                          Member

    • - A representative from the Ministry of Finance                                        Member

    • - A representative from the Ministry of Economy and Planning                         Member

    • - A representative from the Ministry of Culture and Information                              Member

    • - A representative from King Abdulaziz City for Science and Technology            Member

    • - A representative from the National Commission for Wildlife Conservation and Development     Member

    • - A representative from the General Authority for Tourism and Antiquities                       Member

    • - A representative from King Abdullah City for Atomic and Renewable Energy       Member

  • 3- The tasks of the Environmental Council shall be as follows:

    • A- Proposing environmental policies and strategies, both domestic and foreign, for the Kingdom.

    • B- Proposing environmental regulations in the Kingdom.

    • C- Coordinating between the governmental and private sector entities in the field of environmental protection, in accordance with the applicable laws and regulations.

    • D- Monitoring the performance of the executive bodies concerned with environmental protection, in accordance with the applicable laws and regulations.

    • E- Approving the draft budget for the Council and submitting it to the relevant authorities.

    • F- Approving programs and plans related to environmental research.

  • The Council shall issue its decisions by a majority of its present members, and in the event of a tie, the side with which the President voted shall prevail. Its decisions shall be effective from the date of issuance unless it is necessary to elevate them to the High Authority to complete the legal procedures regarding them.

Secondly

  • The organizational status of the National Commission for Wildlife Protection and Development shall remain as it is.

Thirdly

  • Enhancing the role of other government agencies in relation to environmental protection, with the General Presidency for Meteorology and Environmental Protection overseeing the implementation of the relevant government agencies' roles in the field of the environment, in accordance with what is stipulated in the Public Order for the Environment and its executive regulations.

Fourthly

  • The Bureau of Experts at the Council of Ministers - in coordination with the relevant authorities - shall review the regulations that were affected by the organizational arrangements included in the regulatory solutions for the environmental sector after the issuance of this Decision, and propose any amendments it deems appropriate.
