Regulations on Default
1. Any licensee must adhere to not exceeding the number of pilgrims who have failed to return under their responsibility, which should not exceed (500) pilgrims, and also not exceed a failure rate of 1% as of the 30th of Dhu al-Qi'dah each year, with adjustments made as necessary.
2. In the event that any licensee exceeds the failure controls outlined in paragraph (1) above:
A. They will be suspended from work for one year by the Ministry of Hajj and the National Information Center, and they may not resume work until the reason for the suspension has been resolved.
B. In the case of a second occurrence, they will be suspended until the end of the license validity period, and they will be allowed to apply for a new license in the following period after the reason for the suspension has been resolved.
C. In the case of a third occurrence, they will be permanently suspended and will not be allowed to engage in providing services to pilgrims again.
3. The licensee must notify the Ministry of Hajj of any cases of pilgrims whose departures have not been settled within (15) days from their actual departure date, along with providing proof of that, and all documents will be referred to the passport authorities to verify those cases and notify the ministry of the outcome. No requests submitted after the specified period will be considered, and this must be done through the electronic Umrah platform, with the possibility of adjusting this period as necessary.
