Statute Governing the Bodies of the Council of Ministers

Article 1

The purpose of this regulation is to organize the workflow within the Council of Ministers' apparatus, and to define the procedures for the workflow therein, in a manner that leads to the integration of tasks and responsibilities and achieves the public interest.

Article 2

Previous Amendments

The Council of Political and Security Affairs is responsible for approving policies and strategies related to these affairs, monitoring their implementation after approval, and coordinating between entities concerning these matters. It has, in particular, the authority to express opinions regarding the following:

1- Important issues related to the state's internal and external political affairs, as well as the state's security, military, Islamic, and media affairs at both the regional and international levels, which have a direct or indirect impact on national security and the interests of the Kingdom.

2- Any subject referred to it by the Prime Minister or directed for study by the Chairman of the Council of Political and Security Affairs.

What is necessary regarding the conclusions reached by the Council shall be completed in accordance with legal procedures.

Article 3

The Council of Economic and Development Affairs is responsible for determining the trends, visions, and objectives related to these affairs, reviewing the necessary economic and developmental strategies and plans, monitoring their implementation, and coordinating between them. In particular, it has the authority to express opinions regarding the following:

1- Economic, financial, investment, commercial, and industrial affairs; educational and health matters; social and municipal issues; water, agricultural, and environmental concerns; cultural and sports affairs; technological issues; energy and mining matters; transport, housing, services, human resources, tourism, and antiquities; administrative organization; and other developmental affairs.

2- The objectives of the development plan, the plan document, and the follow-up reports, as well as the draft general budget of the state and the final accounts.

3- What the judicial authorities prepare for the development of the judicial facility, provided that it does not affect its independence or contravene the relevant laws.

4- Issues related to regional and international organizations of which the Kingdom is a member, in a manner that achieves the Kingdom's supreme interests and strategic visions, without infringing upon the competencies of the Council of Political and Security Affairs.

5- The performance of government agencies related to the work of the council, without infringing upon the competencies of the relevant agencies.

6- Any subject referred to it by the Prime Minister or requested for study by the Chairman of the Council of Economic and Development Affairs.

What is necessary regarding the conclusions reached by the council shall be completed in accordance with the legal procedures.

Article 4

Previous Amendments

The Council of Economic and Development Affairs shall have one (or more) secretariats affiliated with the General Secretariat of the Council of Ministers, comprising a number of consultants and specialists in the fields within its jurisdiction. It has the authority to seek assistance from those it deems necessary through secondment, assignment, or contracting.

Article 4 bis

Previous Amendments

The Council of Political and Security Affairs shall have a secretariat that enjoys the necessary degree of administrative independence, enabling it to perform its tasks and responsibilities - as stated in its organizational arrangements - efficiently and effectively. 

Article 5

1- Each Council may form permanent or temporary committees from among its members or others to study or follow up on what it is tasked with.

2- The President of each Council - when necessary - may invite any ministers who are not members of the Council or heads of independent government agencies or others to attend any of the Council's sessions, without having the right to vote.

Article 6

A "Project Management Office" shall be established for each Council, headquartered at the General Secretariat. Its mission is to ensure that the relevant parties comply with the implementation of strategies, plans, orders, decisions, objectives, and visions related to the Council's competencies, and to monitor the projects that those parties undertake. The General Committee shall establish the operational procedures for the Project Management Offices, which shall be approved by an order from the Council of Ministers.

Article 7

The Council meets periodically as determined by the Chair of the Council, and the validity of the meeting requires the presence of the majority of the members, including the Chair of the Council or their representative. A Council member may appoint another member to act on their behalf. The Council may hold a meeting whenever necessary upon the invitation of its Chair.

Article 8

Previous Amendments

1- Recommendations are issued by a majority of the votes of those present, and in the event of a tie, the side that the chairperson of the meeting voted for is favored. The member who objects has the right to record their objection and the reasons for the objection in the minutes of the Council meeting.

2- The deliberations of each Council and its recommendations are documented in minutes, and the General Secretary of the Council of Ministers and the Secretary of the Council of Political and Security Affairs - each in their respective capacity - shall present those recommendations to the General Committee of the Council of Ministers to take the necessary actions regarding them.

Article 9

Previous Amendments

The Secretary-General of the Council of Ministers shall have an assistant in the Council of Economic and Development Affairs, tasked with organizing the meetings of the Council, preparing its agenda, notifying the members of the meeting time, providing them with the agenda well in advance of the meeting, documenting the minutes of the meeting, and preserving them.
