Mechanism for Government Entities' Participation in International Book Fairs

  • We have reviewed the letter of His Excellency the General Secretary of the Council of Ministers No. 6305 dated 19/3/1447 AH, attached with the correspondence including the telegram of His Highness the Minister of Culture, Chairman of the Board of the Literature, Publishing, and Translation Commission No. 6084 dated 30/7/1446 AH regarding participation in international book fairs. His Excellency clarified that the Bureau of Experts at the Council of Ministers prepared its memorandum No. (1008) dated 11/3/1447 AH - in light of the recommendation of the Council of Economic and Development Affairs No. (13-47/2/T) dated 29/1/1447 AH - which includes the following opinion:

    • First: Approval of the mechanism for government entities' participation in international book fairs, in the form attached to the memorandum.

    • Second: Nothing in the mechanism - referred to in item (First) - shall prejudice what is stated in the regulations for government entities' participation in external exhibitions and accompanying events, issued by Council of Ministers decision No. (442) dated 20/10/1437 AH, nor any other related decisions, orders, or instructions. His Excellency also explained the opinion of the General Committee of the Council of Ministers in this regard.

First

The Literature, Publishing, and Translation Commission annually sets - in coordination with the Ministries of: (Culture, and Foreign Affairs) and the Presidencies of: (State Security, and General Intelligence) - a list of international book fairs targeted for the Kingdom's participation.

Second

  • The participation of government entities in the Kingdom's pavilion at the exhibitions included in the list stipulated in paragraph (First) of this mechanism shall be as follows:

  • 1- The Literature, Publishing, and Translation Commission shall notify each of the Ministries of: (Education, Media, Islamic Affairs, Dawah and Guidance), the King Salman Global Academy for Arabic Language, the King Abdulaziz Foundation, and other relevant government entities; of the list stipulated in paragraph (First) of this mechanism, and any updates thereto.

  • 2- Each entity - among those mentioned in paragraph (1) of this clause - shall provide the Literature, Publishing, and Translation Commission within (45) days from the date of notification of the list stipulated in paragraph (First) of this mechanism, with the following:

    • A- The contact officer information of the entity.

    • B- The exhibitions in which the entity wishes to participate within the Kingdom's pavilion.

    • C- A concept regarding the entity's participation in the exhibitions.

  • 3- The Literature, Publishing, and Translation Commission shall evaluate the entities' desires to participate in the Kingdom's pavilion through the following:

    • A- Criteria - set by the Commission - appropriate to the nature of the government entities.

    • B- The type of exhibition, pavilion space, and its capacity.

  • 4- After evaluating the entities' desires to participate in the Kingdom's pavilion, the Literature, Publishing, and Translation Commission shall notify those entities of the evaluation results. The Commission shall coordinate with the qualified entities for participation in the Kingdom's pavilion - through contact officers - regarding arrangements related to participation, including the mechanism for transporting and selling books, and the number of participants representing the entities.

  • 5- The Literature, Publishing, and Translation Commission shall supervise the establishment of the Kingdom's pavilion at the exhibition and bear the financial costs resulting from establishing the pavilion and transporting the books. Each participating entity in the pavilion shall bear the costs related to its representatives.

  • 6- The Literature, Publishing, and Translation Commission shall allow the entities participating in the Kingdom's pavilion to use its logos and visual identities during participation, while observing the visual identity approved by the Commission for the Kingdom's pavilion.

Thirdly

  • In the event that the government agency is not qualified to participate in the Kingdom's pavilion at the exhibitions included in the list stipulated in paragraph (First) of this mechanism; the agency may participate in those exhibitions independently of the Kingdom's pavilion, in accordance with the following:

    • 1- Notifying the Literature, Publishing, and Translation Commission of those exhibitions, the objectives of participation in them, and the detailed participation plan. The Commission shall provide observations and suggestions - if any - regarding that participation.

    • 2- The agency shall supervise the establishment of its pavilion and bear all financial costs resulting from the participation.

    • 3- The agency's participation - in international book fairs - shall be under its logo and visual identity, while taking into account the use of the visual identity approved by the Literature, Publishing, and Translation Commission.

Fourthly

  • The participation of government entities in exhibitions not included in the list stipulated in item (First) of this mechanism shall be as follows:

    • 1- The entity shall notify the Literature, Publishing, and Translation Commission of those exhibitions, the objectives of participation therein, and the detailed participation plan. The Commission shall provide views and suggestions - if any - regarding that participation.

    • 2- The entity shall supervise the establishment of its pavilion and bear all financial costs resulting from the participation.

    • 3- The entity's participation - in international book exhibitions - shall be under its logo and visual identity, taking into account the use of the visual identity approved by the Literature, Publishing, and Translation Commission.

Fifth

The government agency that participated in any of the international book fairs shall provide the Literature, Publishing, and Translation Commission - within (30) days from the end of the fair - with what was accomplished during its participation according to forms adopted by the Commission in coordination with the relevant authorities.
