The words and phrases listed below - wherever they appear in this Regulation - shall have the meanings specified next to each of them unless the context requires a different meaning:
Regulation: The regulation of the integrated logistics special zone issued by Royal Order No. (A/17) dated 01/02/1440 AH.
Zone: The integrated logistics special zone at King Khalid International Airport.
Administration: The administration of the zone.
Regulation: The investment regulation for the zone.
Competent Authority: The General Authority of Civil Aviation.
Kingdom: The Kingdom of Saudi Arabia.
Main Land: The territory of the Kingdom excluding the zone.
Zone Activities: The activities specified in Article (6) of the Regulation.
Existing Establishment: Any company or branch of a company that conducts one or more of the zone's activities within the zone.
Relevant Sector: The sectors specified in Annex (1) of this Regulation.
Application Form: The claim submitted by the investor in accordance with the procedures and documents specified in Chapter Two (2) and Chapter Three (3) of this Regulation.
Investor: The legal entity wishing to establish an establishment to conduct the zone's activities.
License: The permit or approval granted by the competent authority to existing establishments to conduct one or more of the zone's activities within the zone.
Zone Regulations and Rules: All regulations, rules, and decisions related to the zone that have been published.
Companies Regulation: The companies regulation for the zone.
Operational Guide: The guide for the conditions and regulations of work in the zone.
This Regulation stipulates the conditions, terms, and standards for qualifying investors required to obtain a License to engage in one or more of the activities specified in Article Six of the Organization.
The Regulation also includes the mechanisms, procedures, and documents required to submit a License application, the financial fee for the License and its duration, and stipulates the violations in case it is found that the establishments do not comply with the Regulations, rules, or decisions issued by the competent authority.
The provisions contained in this Regulation apply to investors who wish to engage in activities within the area and to the existing establishments in the area.
The Investor is obligated to meet one of the qualification criteria mentioned below in order to register and establish a company within the integrated logistics special zone:
1. Sector Pioneers Category: To meet the qualification criteria, the Investor must be among the top one hundred (100) companies in the relevant sector.
A. The company's shares are listed on one of the approved financial markets; or,
B. A private company with annual revenues exceeding five hundred [500] million dollars; and,
C. Engages in its business activities in at least three continents in the relevant sector.
2. Logistics Service Providers Category: To meet the qualification criteria, the Investor must be among the top fifty (50) companies in the logistics service providers sector or:
A. The Investor provides logistics services to one of the leading investors operating within the zone; and,
B. Has a presence in at least three (3) regional or global countries.
3. Regional Distributors Category: To meet the qualification criteria, the Investor must:
A. Have a strong regional customer base; and,
B. Distribute its goods in at least seven (7) regional countries.
1. The competent authority shall determine the duration of the License in accordance with the application request and the submitted work plan.
2. The License shall be renewable for a similar duration or other similar periods based on a request submitted by the existing establishment to the competent authority at least [30] days prior to the expiration of the License duration, provided that all conditions stipulated in the Regulation are met and the financial fee is paid.
