Law of King Abdullah City for Atomic and Renewable Energy - 1431

Article 1

A scientific city shall be established called (King Abdullah City for Atomic and Renewable Energy).

Article 2

King Abdullah City for Atomic and Renewable Energy shall have an independent legal personality and shall be administratively attached to the President of the Council of Ministers. Its main headquarters shall be in the city of Riyadh, and it may establish branches, offices, and research centers within the Kingdom.

Article 3

  • The city aims to contribute to sustainable development in the Kingdom by utilizing sciences, research, and industries related to atomic and renewable energy for peaceful purposes, which leads to improving the standard of living and enhancing the quality of life in the Kingdom. The city supports and sponsors scientific research and development activities and the localization of technology in its areas of specialization, identifies and coordinates the activities of scientific research institutions and centers in the Kingdom in this field, organizes local conferences, participates in international conferences, and determines national priorities and policies in the field of atomic and renewable energy to build a scientific and technical base in the areas of energy generation and desalinated water, as well as in medical, industrial, agricultural, and mining fields, and works on developing national scientific competencies in its areas of specialization. This city includes the requirements for scientific research such as laboratories, communication means, and information sources, as well as all facilities necessary for the workers in the city,  and in order to achieve its purposes without limiting its specializations, it can do the following:

    • 1 - Propose the national policy for atomic and renewable energy and develop the necessary plan and strategy for its implementation, and propose related regulations and laws.

    • 2 - Implement applied scientific research programs in its areas of specialization, either independently or in collaboration with others inside and outside the Kingdom.

    • 3 - Stimulate the private sector to develop research on medical, agricultural, industrial, and mining products, energy generation, desalinated water, and rationalize energy use to preserve natural resources and improve their efficiency.

    • 4 - Provide scholarships and training programs to develop the necessary competencies to prepare and implement scientific research programs.

    • 5 - Issue regulations related to the prevention of risks from atomic radiation for specialized workers and for the public.

    • 6 - Represent the Kingdom before the International Atomic Energy Agency and other relevant international institutions.

    • 7 - Encourage research conducted by individuals, institutions, and bodies concerned in universities and research centers in the Kingdom that are approved by the city, through the following means:

      • أ - Provide financial assistance under various research contracts.

      • ب - Provide facilities, experts, and materials necessary to conduct this research, whether for a fee or free of charge.

    • 8 - Establish the necessary institutes to train specialists in the fields of atomic activity and health protection.

    • 9 - The city may establish and manage projects to achieve its purposes or establish joint projects with others.

    • 10 - Cooperate with similar institutions and organizations in other countries, international organizations, and global research centers.

Article 4

The Debtor is the entity responsible for fulfilling national obligations regarding all agreements that the Kingdom has signed or will sign concerning atomic and renewable energy. It is also responsible for overseeing and monitoring all activities related to the use of atomic energy and the radioactive waste produced from it.

Article 5

The relevant departments concerned with atomic and renewable energy currently operating in King Abdulaziz City for Science and Technology shall be transferred to the city, including the personnel of those departments and the movable and immovable property that will be transferred to the city. This arrangement shall be made within one year from the issuance of this law.

  • The Supreme Council of the City is the highest authority for it, overseeing its administration and managing its affairs. It has the authority to make all necessary decisions to achieve its purposes within the provisions of this law, and the Council specifically has the following:

    • A - Approving the draft national policy for atomic and renewable energy and the plan necessary for its implementation.

    • B - Approving the work programs and projects that the city undertakes to implement.

    • C - Amending the financial and administrative regulations that govern the city and the regulations organizing the affairs of its personnel, which will be issued as an annex to this law.

    • D - Approving the draft annual budget of the city.

    • The Council may form permanent or temporary committees from among its members or others to study the tasks assigned to them.

Article 8

The Supreme Council of the City meets under the presidency of the President, his deputy, or a delegate authorized by him. The meeting of the Council is not considered valid unless the majority of the members are present, and decisions are made with the approval of the majority of those present. In the event of a tie, the side that the President voted with shall prevail.

Article 9

The city shall have a mayor and two deputies appointed by royal decree, and the city may also have one or more assistants whose rank shall not be less than the fifteenth rank.

Article 10

The Mayor is the executive responsible for managing the city and representing it before others within the limits prescribed by this Law and as determined by the Supreme Council. The Mayor shall also undertake other responsibilities assigned to him in this Law or in the decisions of the Supreme Council.
