Regulation for Individual Visas

First

Approval of the regulatory regulation for individual visas (Host), according to the attached format of this decision with its seven articles and the paragraphs related to each article, with the addition of a new paragraph in the general provisions stated in Article Seven based on the request of the General Panel of Customs and supported by the Ministry of Hajj and Umrah and the Presidency of State Security: to be as follows: (The host is obligated to pay the financial penalties incurred by the guest in case of their inability to pay them).

Secondly

The Ministry of Hajj and Umrah is approving the implementation of individual visas (host) according to the work mechanism (attached).

Thirdly

The Presidency of State Security (National Information Center) is responsible for completing the technical and security procedures outlined in the approved regulatory framework in accordance with the tasks and responsibilities of the Ministries of: (Interior, Foreign Affairs, and Hajj and Umrah), linking the electronic pathway for Umrah to the (Absher) system, and achieving technical integration with all relevant entities.

Fourthly

The General Directorate of Passports is responsible for enforcing the penalties stipulated in Articles (4) and (5) of the Regulation on the Treatment of Arrivals to the Kingdom with Hajj, Umrah, Work, or Other Entry Visas, issued by Royal Decree No. M/42 dated 18/10/1404 H, against violators of the approved Implementing Regulation, and in accordance with what is stated in Ministerial Decision No. 3329 dated 8/6/1435 H. This is exempt from the provisions mentioned in items: (First, Second, and Third) of Council of Ministers Decision No. 644 dated 13/11/1440 H, as well as what is stated in items: (First and Second) ratified by the gracious Royal Decree No. M/131 dated 14/11/1440 H. The General Administration for Hajj and Umrah Affairs at the Ministry of Interior is added to the membership of the permanent committee established in item Five of the aforementioned ministerial decision.

Fifthly

The Honorable Minister of Hajj and Umrah, Secretary-General of the Supreme Committee for Umrah, shall notify this decision to Their Highnesses and Excellencies, members of the Supreme Committee for Umrah, for their approval and to act accordingly as of this date.

Sixthly

This decision is communicated to the following: -

1- Their Royal Highnesses and Their Highnesses, the Emirs of the regions.

2- His Excellency the President of State Security (National Information Center).

3- His Excellency the Deputy Minister of Interior.

4- His Highness our Assistant for Technical Affairs.

5- His Excellency our Assistant for Operational Affairs supervising the General Directorate of Hajj and Umrah.

6- His Excellency the Director of Public Security.

7- His Excellency the Director General of Border Guard.

8- His Excellency the Director General of the General Directorate of Legal Affairs and International Cooperation.

9- His Excellency the Director General of Passports.
