Peace, mercy, and blessings of God be upon you:
Reference is made to the letter of His Highness the General Secretary of the Council of Ministers No. 9386 dated 29-10-1440 AH regarding the transaction including the letters of His Excellency the Public Prosecutor No. 14750 dated 29-08-1439 AH requesting approval to establish an institute for the Public Prosecution, No. 13480 dated 09-08-1439 AH, and No. 17171 dated 20-10-1439 AH concerning the subject. It also includes the telegram of the Ministry of Foreign Affairs No. 237804 dated 29-08-1439 AH, Your Excellency’s letter No. 3372359 dated 20-09-1439 AH, the letter of His Excellency the Minister of Civil Service, Chairman of the Preparatory Committee for Administrative Organization No. 56971 dated 23-11-1439 AH, and His Excellency’s telegram No. 58222 dated 04-12-1439 AH in this regard. His Highness clarified that the Council of Ministers reviewed this matter on 29-10-1440 AH, and the Council concluded the following:
1- It adopted its decision No. (621) dated 29-10-1440 AH - a copy of which is attached - stipulating the following:
First:
Amendment of the Council of Ministers Decision No. (162) dated 24-04-1435 AH - issued regarding the establishment of a Judicial Training Center - as stated in the decision.
Second:
The Ministry of Justice - in coordination with the Public Prosecution - shall prepare a report after (five years) from the implementation of the provisions in item (First) of the decision, including the results of its application, and the suitability of continuing the training of Public Prosecution members at the Judicial Training Center in the Ministry of Justice, or the independence of the Public Prosecution with its own specialized training institute, and submit it to the Council of Ministers.
Third:
The Ministry of Finance shall provide the necessary financial support to the Judicial Training Center in the Ministry of Justice to enable it to implement training programs and packages for members of the Public Prosecution.
The Public Prosecution was directed that training of its members through the Judicial Training Center in the Ministry of Justice shall not be the only option available to the Public Prosecution, so that the Public Prosecution enjoys flexibility in training through other centers, authorities, or entities, inside or outside the Kingdom.
Since the Council of Ministers’ conclusion on this matter has been graciously approved; please complete the necessary procedures, and accept my greetings and appreciation.

After reviewing the transaction received from the Royal Court No. 9221 dated 1435/03/12 AH, including the telegram of His Royal Highness the Crown Prince, Deputy Prime Minister, Minister of Defense, Deputy Chairman of the Supreme Committee for Administrative Organization No. 31/4/16/195/1 dated 28/2/1435 AH, accompanied by the minutes of the Supreme Committee for Administrative Organization (67%) regarding the study of the idea of establishing a Judicial Training Center at the Ministry of Justice.
After reviewing the minutes of the Supreme Committee for Administrative Organization (67%) referred to above.
After reviewing paragraph (2) of Article (24) of the Council of Ministers Law, issued by Royal Order No. (A/13) dated 3/3/1414 AH.
After reviewing the recommendation of the General Committee of the Council of Ministers No. (327) dated 27/3/1435 AH.
It is decided as follows:
First: Establish a Judicial Training Center within the organizational structure of the Ministry of Justice called the "Judicial Training Center," which is organizationally linked to the Minister of Justice.
Second: The Center’s objective shall be to contribute to raising the efficiency and qualification of judges, notaries public, court clerks, litigant registrars, members of the judiciary, and others assisting and supporting judges in general and administrative judiciary.
Third: To achieve its objectives, the Center may take appropriate measures, especially the following:
1- Developing training programs and workshops for different job levels of the targeted categories and implementing these programs and workshops.
2- Holding practical sessions and workshops for senior judges and notaries public.
3- Organizing conferences and seminars related to judiciary service issues.
Fourth: The Center’s role shall be limited to organizing training programs, workshops, practical sessions, meetings, and seminars directly related to the job functions of the targeted categories specified in item (Second) of this decision, with emphasis that the Center shall not organize what falls within the jurisdiction of the Institute of Public Administration or the Banking Institute affiliated with the Saudi Arabian Monetary Authority.
Fifth: The Center shall have a Director General at the fifteenth rank, who shall supervise the Center’s departments and sections and manage its affairs, and in particular shall perform the following tasks:
1- Supervising the Center’s departments and sections, overseeing work progress, and managing its affairs in light of the plans drawn for it.
2- Proposing training plans and methodologies and obtaining the Minister’s approval.
3- Supervising the Center’s employees within the limits prescribed by the system.
4- Submitting proposals and studies aimed at improving and developing the Center’s work and submitting them to the Minister.
5- Contracting with trainers from outside the Center.
6- Representing the Center in regional, Arab, and international conferences and seminars held within its field of competence.
7- Preparing periodic and annual reports on the Center’s activities, evaluating performance levels, and related proposals, and submitting them to the Minister.
8- Performing any other tasks assigned to him pursuant to applicable laws, regulations, and decisions.
Sixth: The Center shall have a Scientific Committee taking into account the following:
1- It shall be chaired by the Undersecretary of the Ministry of Justice and include representatives from each of the following: the Supreme Judicial Council, the Board of Grievances, the Ministry of Finance, the Ministry of Civil Service, the Higher Judicial Institute, and the Institute of Public Administration.
2- It shall be responsible for setting the Center’s training policy, approving training programs, workshops, practical sessions, scientific meetings, and seminars proposed by the Center, taking into account what is stated in item (Eleventh) of this decision.
Seventh: Financial allocations shall be included within the King Abdullah Project for the Development of the Judiciary Facility to be spent on the Center’s activities, and the Center shall have a financial regulation organizing how expenditures are made, issued in coordination and agreement between the Ministry of Justice, the Ministry of Finance, and the Ministry of Civil Service.
Eighth: The Center shall obtain the approval of the Training and Scholarship Committee at the Ministry of Civil Service when launching training programs.
Ninth: The organizational structure of the Center shall be according to the organizational chart attached to the minutes of the Supreme Committee for Administrative Organization (67%).
Tenth: The objectives and tasks of the Center’s organizational units shall be according to the objectives and tasks guide attached to the minutes of the Supreme Committee for Administrative Organization referred to above.
Eleventh: The Minister of Justice, after three years of the Center performing its tasks, shall submit a report to the Supreme Committee for Administrative Organization including the Center’s achievements, difficulties and obstacles faced, an explanation of operating costs and training returns, so that the Committee may consider, based on the data and results of this report, the appropriateness of maintaining or changing the Center’s organizational status.
