The provisions of this Law apply to the members of the Council of Ministers and employees appointed at the rank of Minister, if they commit any crimes stipulated in this Law during the performance of their duties.
Without prejudice to the provisions of any other law, those convicted under this law shall be punished with imprisonment for 25 years or death if they commit any of the following crimes:
First: Acts intended to attempt to change the monarchical system.
Second: High treason crimes.
Third: Endangering the internal security, safety, and unity of the state.
Fourth: Undermining the loyalty of the armed forces personnel to the King.
The following acts are considered high treason:
A- Bearing arms against the state.
B- Assisting a foreign state in aggressive acts against the state.
C- Facilitating the enemy's entry into the country.
D- Surrendering cities, fortresses, facilities, sites, ports, factories, ships, aircraft, tools, ammunition, supplies, and means of transportation to the enemy.
E- Inciting soldiers or civilians to join the enemy.
F- Assisting the enemy's advance by inciting sedition and spreading panic by various means.
G- Disclosing the country's defense secrets and delivering them to a foreign state directly or indirectly.
Without prejudice to the provisions of any other law, imprisonment for a period of 5 to 10 years shall be imposed on anyone who commits any of the following crimes:
A- Plotting conspiracies with a foreign state or contacting it to incite it to carry out aggression on the territory of the state.
B- Engaging in acts, speeches, writings, or otherwise, with the intent to secede a part of the state's territory to annex it to a foreign state or to grant it any right or privilege therein.
C- Providing accommodation, food, or clothing to a soldier of the enemy or one of its spies, or facilitating the escape of a prisoner of war or one of the enemy's detained nationals.
D- Stealing items, documents, or information related to the state's security for the benefit of a foreign state.
In the case of war, these acts shall be considered within the scope of paragraph (B) of Article Three of this law.
Without prejudice to the provisions of any other law, the accused under the provisions of this law shall be punished by imprisonment for a period ranging from 3 to 10 years if he commits any of the following crimes:
A- Acts or actions that would affect the increase or decrease in the prices of goods, real estate, currency, or securities to obtain a personal benefit for himself or others.
B- Accepting a benefit - of any kind - for himself or others to perform an official act or to refrain from performing an official act.
C- Exploiting influence, even by way of deception, to obtain a benefit or advantage for himself or others from any authority, company, institution, or interest of the state.
D- Deliberately violating regulations, rules, and orders that result in the loss of the state's financial rights or the rights of individuals established by Sharia or law.
E- Disclosing the decisions and deliberations of the Council of Ministers related to the internal security of the state, its external safety, financial and economic affairs, and the trial of ministers.
F- Personal interference in the affairs of the judiciary and governmental bodies and departments.
The judgment convicting the minister or someone of his rank necessarily results in his removal from office and his disqualification from holding public positions, from membership in the boards of directors of authorities, companies, and institutions, and from any position therein.
A judgment convicting the accused according to this law entails the ruling by the adjudicating panel to order the return of what was gained from the crime. The trial panel may also rule to compensate for any damage caused to any person, whether material or moral.
