Code of Professional Conduct and Ethics of Public Service

Chapter 1: Preliminary Provisions

Article 1

  • For the purposes of this code, the following words and phrases shall have the meanings indicated next to each:

    • 1- Code: Code of Conduct and Ethics for Public Service.

    • 2- Public Service: The civil duties and responsibilities performed by a Public Servant for a public service, subject to the supervisory authority in the administrative organization.

    • 3- Public Servant: Anyone who holds a civil position in the state, regardless of the nature of their work or the title of their position.

    • 4- Professional Conduct and Ethics of Public Service: The honest and objective behavior of the Public Servant that occurs in the context of their efforts to fulfill their job duties to achieve the objectives of their workplace, within the powers granted to them.

    • 5- Code of Conduct: The principles upon which the behavior of the Public Servant is based.

    • 6- Integrity: Personal behavior characterized by objectivity, neutrality, fairness, avoidance of suspicion, commitment to honesty, and not abusing power or position for personal gain.

    • 7- Transparency: Clarity and availability of information and procedures in place within the organization for employees and reviewers.

    • 8- Conflict of Interest: A situation in which a private interest of the Public Servant or others, whether material or moral, direct or indirect, actual or potential, affects their objectivity or neutrality in making a decision or expressing an opinion related to their job.

Article 3

  • The Code aims to achieve the following:

    • 1- Developing a sense of responsibility among Public Servants. 

    • 2- Promoting and enhancing professional ethical values and principles among Public Servants and ensuring compliance with them.

    • 3- Strengthening citizens' trust in the services provided by the state and combating corruption in all its forms.

    • 4- Cultivating the Public Servant's awareness of the importance of the role they play and the ethical frameworks within which they operate.

    • 5- Enhancing professional and ethical values in the relationship between Public Servants and their superiors, subordinates, colleagues, and service recipients.
